Vietnamese Prime Minister Pham Minh Chinh, while addressing the 2021 P4G Seoul Summit, proposed major solutions for striking a balance between the urgent need for economic recovery and the requirement for greener and more sustainable development.

Chinh said the world is experiencing the compounding effects at an unprecedented scope and scale from three disasters, namely the COVID-19 pandemic, climate change, and the depletion of natural resources, leading to huge, multi-dimensional consequences not only for the present-day but also future generations.

He noted that the pandemic itself and the difficulties and challenges it presents shows the importance of protecting the living environment and ensuring harmony between people and nature, that requires countries to promote cooperation to overcome those challenges.

“More than ever before, the international community needs to work together to harmonize the urgent need for economic recovery with the requirement for greener and more sustainable development in the post-COVID era,” Chinh stressed, adding that this is both an objective and a pressing requirement for development of all nations.

To meet the objective, the Vietnamese Government leader suggested that green recovery, green economy and circular economy must be drastically pursued at the national, regional and global levels, within the general framework of the United Nations Sustainable Development Goals 2030 (SDG 2030) and the Paris Agreement on Climate Change.

According to Chinh, green transition needs a suitable roadmap, taking into account the different conditions and capabilities of countries. Developed countries should continue to be at the forefront of realizing their emissions reduction commitments, while providing financial, technological and institutional support for developing countries and those heavily affected by climate change.

He underlined the need to develop institutions to encourage the response and participation of all stakeholders in society, especially businesses and people. It is imperative to further promote public - private projects in green growth and form new value chains and industries through greening industrial - agricultural production and services.

He pointed out that it is necessary to improve the adaptive capacity of places heavily affected by climate change, including the Mekong Sub-region and the Mekong Delta in Vietnam. In addition, he called for efforts to promote international cooperation in the management and sustainable use of transboundary water sources, contributing to ensuring food security and water security of the region and the rest of the world.

Chinh said successfully containing the COVID-19 pandemic is the most urgent solution for recovery and growth at present. To do this, he proposed strengthening support for vaccine supply, promoting travel cooperation, maintaining the stability of the global supply chain, and facilitating international trade and investment.

Last but not least, he called on the international community to uphold the spirit of solidarity, responsibility, respect for the common interests of all mankind, and ensure an international environment of peace, stability, cooperation and development.

In his speech, PM Pham Minh Chinh voiced Vietnam’s determination to realizing the ‘dual goal’ of epidemic prevention and economic recovery, renovating the growth model, and restructuring the economy towards green growth.

He also thanked countries, international organizations and businesses for their support to Vietnam and expected stronger support and cooperation in the time to come.
